Runtime states

The runtime tracker is versioned and owner-only. It is a status channel, not ownership authority. authentication-required, failed, stopping, and stopped do not withdraw the latest complete snapshot. A reconnect restores ready only after another complete inventory is published.
The custom dashboard reads this tracker without creating another SDK client. It reports missing and stale tracker evidence separately, treats an incomplete inventory as incomplete rather than ready, and may show the retained latest complete device snapshot while the runtime is degraded.
